Our latest release, Joomla 1.7, enables site builders to create multi-lingual sites that are displayed by language rather than being automatic translations of one specific site. For example, in a bilingual site, the site builder would have to include two versions of an article in the backend, as well as two menu items, two modules, and so forth.
In other words, the site builder is responsible for translating every part of their site (extensions, templates, and content) into the languages they would like displayed on their site. Not only does this give site builders more control over what appears on their site and how, but it prevents users from having to experience awkward, automatic translations.
(Note: One could create the same site structure on a mono-lingual site. The difference is that the interface as well as the display of different menus and modules would not be language dependent.)
